Come foggy, windy and a moonless dark night during the months of August, September, October and November – Thousands of birds, both migratory and local types – like King-Fisher, Tiger Bittern, Little Egret etc., are attracted and disoriented by artificial lights , make sudden dash to the ground and die...
This unique place is Jatinga, a village on a ridge facing the Borail Hills range in the Dima Hasao District of Assam. It is 9 KM away from Haflong, the district headquarters and 330 KM from Guwahati. Land of enchanting beauty of nature and fascinating mosaic of ethnic diversity, the Dima Hasao District has gone through very tough and harrowing times due to two decades long insurgent movement and ethnic turmoil. Now peace and tranquility seems to have returned. However, the common people are still confused, clueless, depressed and directionless about the future, in spite of the fact that this district offers tremendous opportunities and potentials in many fields, more particularly in tourism sector. With a view to addressing this peculiar predicament of the people of the Dima Hasao District, an effective strategy is being planned in the form of “ Jatinga Festival 2010” scheduled to be held from October 27. it is a festival to showcase rich and diverse ethnic mosaic of the Dima Hasao District with kaleidoscopic resentation of art and craft, music and dance, culture and cuisine of the various ethnic groups and to offer an enchanting rendezvous with nature.
A joint collaborative effort by the Dima Hasao Autonomous Council (DHAC) and the Civil Society of the district including the variouscommunity Apex Bodies, Mother Associations, Student & Youth Organizations, NGOs, Clubs and Media, the “Jatinga Festival 2010” is organized by the Jatinga Festival Organizing Committee (JFOC). A host of stakeholders right from the local people to the international community are being invited to participate in this festival. So, thousands of people including the dignitaries, government officials, tourists, policy makers, opinion makers, journalists, media managers etc. are expected to participate in this event.  Shri Janaki Ballav Patnaikji ,His Excellency the Governor of Assam has given his kind consent to grace the event as the Chief Patron.
As one can gauge from the above, huge financial resources are required to hold this mega event successfully. However, the present acute financial crisis of the DHAC compels us to look for resources from other sources. Gogoi toughens stand on corruption

Guwahati | September 25 : In a message that he will deal with corruption with an iron hand, Assam Chief Minister Tarun Gogoi on Saturday warned that action would be taken against anyone involved in the alleged Rs.1000-crore scam in erstwhile NC Hills (now Dima Hasao) district of the state.  “The guilty, whoever he or she is, will be punished,” Gogoi warned at a press conference.
He was reacting to a report submitted by the Accountant General (AG) to state Governor JB Patnaik wherein the AG detected financial irregularities in a number of departments of NC Hills district.  Quoting the AG report, the Chief Minister said, “The fact is that there was misappropriation and diversion of funds.”  The AG detected financial irregularities in the PWD, Agriculture, PHE, Forest, Social Welfare, Health, Tourism and Education departments. Of these, financial irregularities in four departments such as the PWD, PHE, Agriculture and Social Welfare besides Soil Conservation are currently being probed by the CBI.
It is alleged that at least seven Ministers of the Gogoi Cabinet are involved in the scam.
The Chief Minister revealed that he would now recommend CBI probe in all the departments where irregularities have been detected by the AG. This has been a longstanding demand of the opposition parties in the state.
Dima Hasao is an autonomous district and it is under the direct control of the Governor.
The National Investigation Agency had earlier conducted a probe into militants’ nexus with politicians and diversion of funds to militants coffers.
During its investigation, the NIA found that at least 10 per cent of funds meant for the development of the district used to be diverted to militants’ coffers, mainly the Black Widow faction of Dima Halam Daogah.
Subsequently, the Black Widow chairman Jewel Garlosa, its military chief Niranjan Hojai, the prime accused in the scam RH Khan, a liaison officer, and the council chief Mohit Hojai were arrested from different places. They are currently languishing in jails.

CBI hill ambit extended

Guwahati, Sept. 25: Dispur has decided to hand over all cases of alleged financial irregularities and misappropriation of funds in Dima Hasao district (formerly North Cachar Hills) to the CBI for a thorough investigation.
Chief minister Tarun Gogoi told reporters here today that the state government had taken the decision following the special audit it had instituted through the accountant-general (AG) whose reports submitted on September 23 found financial irregularities in various departments under the NC Hills Autonomous Council.
Gogoi’s announcement is significant as the Opposition has been demanding that the government extend the ambit of the CBI probe instead of restricting it to a few departments.
An official said the Assam government had earlier instituted the CBI probe on the basis of the one conducted by the National Investigation Agency (NIA), which found that funds meant for the NC Hills Autonomous Council were diverted to the coffers of militant outfits.
“The CBI is currently investigating specific cases of five departments of the autonomous council — PWD, social welfare, agriculture, soil conservation and public health engineering — where government funds went to militant outfits,” the official said.
A national weekly magazine had carried a report alleging that the NIA report had mentioned the names of seven Assam ministers, a Congress MP, an MLA and a former governor regarding the misuse of development funds meant for the NC Hills Autonomous Council.
After the report was published, AGP leaders met Prime Minister Manmohan Singh and demanded a CBI probe into the scam.
The official said since the AG report had found overall financial irregularities in eight departments — health, education and tourism apart from the five being probed into by the CBI — the government had decided to ask the CBI for a thorough investigation.
Gogoi said since his government was always in favour of punishing those involved in the alleged scam in the hill district and had never tried to protect the guilty, it had decided to entrust the CBI with a thorough investigation.
“The AGP is only expert in criticising the Congress instead of doing something constructive for the state. AGP leader Chandra Mohan Patowary sees wrong in everything that the Congress does,” he added.
On the recent controversy over submission of nominations by two senior ministers for the post of the PCC president, Gogoi said he believed in an election for the post.
“But whoever will be the president of the party, I will have to do everything,” he said, making it clear that he was the boss in the government and in the party.

AGP parts ways with BJP

Guwahati, Sept. 20: The AGP formally put an end to its year-long honeymoon with the BJP today.
The regional party took the decision to snap ties with the BJP at its general council meeting held here today.
AGP vice-president Apurba Bhattacharjee said the general council of the party had decided not to go with the BJP in next year’s Assembly elections in the state.
The AGP had pre-poll understanding with the BJP in the parliamentary elections last year. Though the AGP fared poorly, the BJP managed to up its tally at the expense of the regional party.
Bhattacharjee said the AGP would try to forge tie-ups with other regional parties to prevent the Congress from coming to power in 2011.
He said the six-member election committee of the party headed by its president Chandra Mohan Patowary would chalk out a strategy in this regard.
The AGP also hinted that the Rs 1,000-crore scam in Dima Hasao (formerly NC Hills) district would be its major poll plank in the forthcoming Assembly elections.
Addressing the general council meeting, Patowary said because of rampant corruption and misrule by the Congress-led coalition government of the state, the people desperately wanted a change in government.
“The manner in which government funds were siphoned off in Dima Hasao district and the seizure of around Rs 13 crore in cash stacked in sacks and boxes from the house of a relative of a scam-accused government official by the CBI have raised the eyebrows of the people in the state.”
“Not only in Dima Hasao district, public money is being plundered in every government department in the state,” Patowary claimed.
Asserting that the people of Assam wish for a political change, Patowary egged on party workers to work at the grassroots to strengthen the AGP’s organisational base to help the regional party return to power next year.
The AGP chief said the Congress-led government in the state had remained a mute spectator to encroachment of the state’s land by neighbouring states like Nagaland, Arunachal Pradesh and Meghalaya.
“The present government has failed on all fronts. Things have gone from bad to worse be it price rise, unemployment, flood or erosion problem,” he said.
Patowary also criticised the government for not being able to halt the construction of the mega dam by the National Hydroelectric Power Corporation at Gerukamukh in Dhemaji along the Assam-Arunachal Pradesh border.
He said the project would affect ecology, aquatic life and people in the downstream areas.

Rain defers semi-finals

Nagaon, Sept. 13: Bad weather conditions forced Dima Hasao District Sports Association to postpone the Nindu Langthasa memorial inter-club football tournament in the semi-final stage of the meet.

The association, in its Saturday emergency session, decided to postpone the two semi-final matches and the final till the field conditions improved.
The two semi-finals were scheduled to be held on September 12 and 13.
Dima Hasao A division league champion Guidai Club was scheduled to meet Mineret and Waimijing A would meet host Heaven Blue in the semi-finals.
“The field is almost muddy as heavy rainfall continues all over the district for the last three days. We can start the match after 10 days only if the rain stops immediately,” said an association source.

Altogether 18 teams are participating in the tournament in memory of the former district autonomous council senior executive member Nindu Langthasa who was gunned down by suspected DHD (J) militants three years ago.
Shaijurang Club defeated Flourish Club 2-0 in the inaugural match on August 29.

Sit-in-demonstration at Maibang in support of ‘Dimaraji’

Demanding expeditious and quick settlement of the Dimaraji issue, hundreds of people from Maibang Sub-Division organized by the All Dimasa Students’ Union (ADSU), Dimasa People’s Council and Dimaraji Revival Demand Committee staged sit-in-demonstration in front the Office of the Sub-Divisional Officer Civil) from 11 AM to 2 PM today.
Deeply concern over the ultimatum stating a deadline on October 2, reported to have been given by the D.H.D. for settlement of their demand for a Separate State named Dimaraji, else to go back to jungle to take up arms in the hands, all the organizations like the All Dimasa Students’ Union (ADSU), Dimasa People’s Council and Dimaraji Revival Demand Committee submitted a memorandum to the Union Home Minister, Govt of India through the Sub-Divisional Officer (Civil) Sri R. K.Laskar.
The memorandum stated that it had been a happy occasion on the part of the civil society to greet the signing of the Cease-Fire Agreement by the D.H.D. with the Govt. of India in 2003 by responding and honouring the public opinion to adjure violence and that a Peace Process has thereafter been initiated by the Govt. in order to arrive at settlement.
The talks took place times and again but no solution would seen to be in sight allegedly due to the dilly dallying policy adopted by the Govt.
The appointment of Sri P.C. Halder by the Govt. of India an Interlocutor for taking up the issue with the D.H.D. could do little to thresh out the tangle and about the Cabinet Sub-Committee under the Chairmanship of Sri Bhumidhar Barman, Minister of Assam constituted by the Govt. of Assam, it was less said the better. This has apparently turn to an act in contrary to the expectation of the D.H.D youth now under cease-fire, giving them a good ground to fill themselves to be beguiled............. a set in which the Government, perhaps, can not shirk to own their responsibility.In their considered view the D.H.D. youths have excellently held their patients by abiding the Ground Rules and remaining confined to the four boundaries of their camps for long eight years, but it may not perhaps, be advisable to keep them confined for uncertain period in uncertainty an confusion, specially in consideration of their youthful age when youths were usually adventurous. The Ultimatum given by the D.H.D. setting a Deadline and the threat to go back to jungle to take up arms in their hands, in the event of their demands was not honourably settled within the deadline was indeed a matter of great concern to both the Government and the civil society. It was apprehended that they will become more dreadful this time and may resort to striking frantically causing horrors ever more then before. Besides, the breaking of cease-fire agreement would not only jeopardize the ongoing peace process with the D.H.D. but also lead to create adverse impact on other militant outfits of the North-East, now under cease-fire, complicating the entire peace process either to undertake by the Government ease off the ills of the North-East as many of the outfits of other groups may also be lost their faith in prolongation their discussion with the Government.
Under the circumstances, they therefore humbly appealed to him through this Memorandum to be so kind as to take early action as he would deem fit and proper for honourable solution of this long landing problems in the best interest of the welfare of the tormented people of the proposed Dimaraji, the most and ever neglected part of Assam.

HAFLONG, Sept 14 – Thousands of people from Langting constituency of Dima Hasao Autonomous Council accorded a warm and hearty welcome to Debojit Thaosen, for becoming the Chief Executive Member, Dima Hasao Autonomous Council. It is for the first time that some one from Langting constituency has risen to become the CEM of the former NC Hills Autonomous Council.

In this connection, a grand meeting was held at Langting market place with Prakanta Warisa, Executive Member, Dima Hasao Autonomous Council and former MP(RS) as the president of the meeting while Debojit Thaosen, Chief Executive Member, Dima Hasao Autonomous Council attended as the chief guest. Dr YL Karna, vice president, APCC(I), Rana Khan, general secretary APCC(I), Deep Bayan, cocoordinator, APYCC(I), Bijay Sengyung, S Hmar, L Nampui, Bakul Bodo, executive members,Dima Hasao Autonomous Council, etc attended as guests of honour.

Dr Karna, addressing the meeting disclosed that the Assam Government headed by Tarun Gogoi was very much keen for the development of the Dima Hasao district and to maintain peace in the region. He also assured the people of the district that he would raise the issue of representation from the district in Lok Sabha or Rajya Sabha under the special consideration because he felt representation by the district in the Parliament would surely speed up the development process of the area.

Assam to hand over afforestation case to CBI

GUWAHATI

While the CBI probe into a multi-crore scandal in the Dima Hasao district has led to the arrest of several persons including a government officer, a top politician and two militant leaders, the Gauhati HC has directed the Assam government to hand over to the CBI another scandal in the same district, related to funds given by the NHAI for compensatory afforestation.
The HC order was passed by a division bench comprising chief justice MB Lokur and justice AB Paul on Monday, in connection with a PIL filed by an NGO called Assam Enviro-Legal Protection Society, which alleged that a sum of Rs 12.16 crore given by the NHAI to the North Cachar Hills Autonomous Council (NCHAC) was grossly misused by the authorities.
The NGO in its petition not only named former NCHAC chief executive member Depolal Hojai of being involved, but alleged that former state governor Ajai Singh too had a hand in it.

Finger at Naga outfit

Guwahati, Sept. 13: The United Peoples’ Federation of Assam, a conglomeration of several organisations of ethnic communities, has claimed that some Nagaland-based militant outfits were now trying to destabilise the peace in Dima Hasao district, which prevailed after the Jewel Gorlosa faction of the DHD came into ceasefire.
“There is a new militant outfit, which is operating in the Dima Hasao district. Backed by some Naga militants, this outfit, Hill Tigers’ Force, has spread its extortion net in the entire district,” president of the federation, Jebra Ram Mooshahary, said. He said the situation needs urgent attention of the state and the Union government.
“The main objective of the new outfit is to destabilise the prevailing peace in the district. The outfit had also been targeting the member organisations of the federation, which has been trying to bring all the ethnic communities of the state under one umbrella,” Mooshahary said.
The federation has also urged the Centre and the state government to take urgent steps to initiate peace talks with the Dilip Nunisa faction of the DHD and to finalise the government’s stand on the issue of Dimaraji.
It may be mentioned here that the DHD (Nunisa) has already set an ultimatum of October 2 to the state and the Union government to clear their stand on the Dimaraji issue. The ceasefire group had also threatened that they would go back to the jungle if the government fails to clear its stand on the issue by the set deadline. “We recently had the first general assembly of the United Peoples’ Federation of Assam and decided to take up several key issues with the government,” Mooshahary said. The issues that were discussed included formation of Thirap tribal autonomous council, Gorkha autonomous council, Barman Kachari autonomous council, current Garo-Rabha conflict in Rabha Hasong area and inter-state boundary conflicts.

Waimijing enter semis

Nagaon, Sept. 9: Waimijing A. entered the semi-finals of the Nindu Langthasa memorial inter-club football tournament, organised by the Dima Hasao Sports Association, by defeating Dibarai Athletic Club 4-0 in the second quarter-final match at NL Daologupu Sports complex at Haflong today.
Waimijing A led Dibarai 2-0 till the end of the first half.
Waimijing striker Bonid Bathari’s free kick in the 2nd minute was foiled after it touched the goal post.
In the fifth minute, Bathari made best use of the ball received from midfielder Rakhil Kemprai to score the first goal of the match.
Bathari scored the fourth goal in the 72nd minute.
Midfielder Kemprai’s beautiful shot from the D box in the 30th minute brought home the second goal for Waimijing.
Right winger Nonjoy Langthasa netted the third goal in the 62nd minute.
Dibarai players missed three golden opportunities to score, in the 25th and 29th minutes of the first half and the third in the 77th minute.
Guidai Club defeated Dimalik Razee 8-0 in the first quarter-finals on Wednesday.
More than 1,000 soccer lovers gathered at the stadium to enjoy the first quarter- final.
Altogether 18 teams from different parts of the hill districtare participating in the tournament.
The final match will be held on September 15.
Mineret Club will meet Sanmudhan Club in the third quarter-finals tomorrow.

Students in Dima Hasao seek a new image for their region with music

Dima Hasao (Assam), Sep.9 (ANI): A section of student in Dima Hasao, the renamed North Cachar Hills district of Assam, intend to take on militancy and corruption through music.

People of the district are eager to improve the image of their area with music.
Dima Hasao, an autonomous district in Assam, is home to Dimasa, Zenes, Kukis and Hmars tribes.
To mobilize public opinion a 'Rock for Peace', a music concert was organized here recently by local students under the aegis of Halflong Music Society.
Choir groups performed songs national integration and self-motivation in an effort to end corruption.
"We have faced a lot of conflict in our district, so a lot of youth instead of choosing the right direction are going for power and are choosing the wrong option. So this programme aims to bring the youth together and give them a platform where they can come together," said Mercy Rongpipi, a peace activist.
"Whenever we go outside, people ask us where are we from? When we say we are from Haflong of Dima Hasao, they feel that it's a very dangerous place; only terrorists live there and as if only killings and corruption happens there. So we want to prove them wrong," said Dao, organizer of the Haflong Music Society.
Endless violence and corruption has been a major hurdle in the socio-economic development the Dima Hasao district in the past.
"When you come from Guwahati, you can see the condition of the roads, houses and people out here. We don't have proper roads, or communication facilities. Our communication is completely in shambles. Not only the road communication, be it the trains or any other. Even the mobile phones that we use, it's not like available outside. The networks stays off for more than half of the month. You can basically make out how much difficulty has been here," said DAO, organizer of Haflong Music SocietyMilitancy led to corruption and that in turn affected the growth and development of the region.

Nagaland should look into grievances of Kacharis


•-It is to draw the attention of the State Govt, Civil organizations, groups and intellectuals in regard to the present status of the Kacharis or Dimasas living in the State of Nagaland.Although it may not be proper to raise this petty issue of a single tribe at this juncture when FNR and some frontal organizations are serious in the reconciliation process of the Nagas as a whole for solution of the vexed Naga problem, I beg to share the problem which confronted us in every step. It is well aware that the Kacharis are one of the recognized sixteen tribes of the State of Nagaland. The treatment meted out to this minor tribe of course is not as bad as one thought it to be and not good as one expected it to be. I as an individual believe that the people in general feel at home to be among the other 15 tribes in the State. Nevertheless the present generation of educated youth has an apprehension of being sidelined gradually in all the privileges extended by the Government. At the outset let me enlighten the present existence and concentration of the Kacharis in the State. They are concentrated in 18 villages in Dimapur district besides those dwelling in the towns of Nagaland. The population is approximately 20,000 or little more in the State. It is not by migration the Kacharis are here today they are but the remnants of the last king of the once prosperous Dimasa Kingdom of the 13th century. We are privileged to be one of the 16 (sixteen) tribes of Nagaland. We always stand by any decision of the majority people of the State for betterment of the people and the state.

The following are the reasons why we as one of the minority tribes are apprehensive of the future and existence in the state of Nagaland.

1.    The Kacharis as a tribe has no representation in any of the frontal Organizations such as Naga Hoho,Dimapur Naga Council, NSF, DNSU or recently formed Naga Commission, perhaps because we are not Naga by ethnicity which is why we cannot be part of nation building in the future.
2.    Certain Government Departments started advertising jobs inviting only Indigenous Naga tribes of Nagaland forgetting the existing Government policy of eligibility of all indigenous inhabitants of Nagaland such as any Naga tribe, Kuki, Kachari,Garo and Mikirs.
3.    The name of Dimapur is taken to be a name of non-locals which in fact was derived from the Dimasa or Kachari dialect.
4.    Not a single Officer has been recruited or appointed in the Administrative line till date. Of course it might be because we are lacking behind in education or not been able to compete with the advance tribes with whom our tribe is clubbed. The Govt. could have done something relaxing the existing recruitment policy.
5.    All the Primary schools in the Kachari areas are provided with teachers from other tribes overlooking many eligible local candidates despite having a policy for appointment of teacher from respective tribes on linguistic line.
6.    The land donated by the Kachari villagers to the Govt. departments are given on allotment to private individuals instead of utilizing for creating infrastructure for development.
7.    In most cases the Kacharis are sidelined by the authority on any Govt. programmes such as PMEGP,CM corpus fund for educated unemployed, grants or subsidies for farmers etc.
8.    The Kachari NGOs are perhaps the poorest organizations financially because of the absence of people in high positions who could have been donors to the organizations.

Despite facing all the above problems the Kacharis remain meek and voiceless till today. It should be remembered that the Kacharis would continue to be part and parcel of greater Naga society whether the authority or the people like it or not. Perhaps it is the duty of the Government to look   into the above grievances and address the same in accommodative spirit.

Guidai demolish Dimalik

Nagaon, Sept. 8: Defending champions Guidai Club entered the semi-finals of the Nindu Langthasa memorial inter-club football tournament by defeating Dimalik Razee 8-0 in the first quarter-final match at N.L. Daologupu Sports Complex at Haflong today. The tournament has been organised by Dima Hasao Sports Association.
Guidai led Dimalik 5-0 till the end of the first half.
Guidai striker San Dimasa scored the first goal in the 4th minute of the match. It was followed by four powerful shots at the goal by Sampo Dimasa, Laimuri Dimasa, Nambor Dimasa and Taisodao Dimasa in the 7th, 15th, 30th and 41st minutes respectively.
Midfielder Haditai Dimasa fetched the sixth goal of the match in the 46th minute. The seventh and eighth goal were scored by Garnier Dimasa and Ganga Dimasa at the 58th and 69th minutes respectively.
Shaijurang Club defeated Tularam Youth Club 2-0 in the last pre-quarterfinal match on Tuesday.
More than 1,000 soccer lovers, gathered at the NL Daologupu Stadium, got the taste of some brilliant football today.
Altogether 18 teams from different parts of the hill district participated in the tournament. The final match will be on September 15.
Tomorrow, Waimijing A will meet Dibarai Athletic Club in the second quarter-final match.

The Dima Halam Daogah (DHD) led by Dilip Nunisa has threatened to go bact to the jungles and take up arms if its demand of creating a separate state for the Dimasa community from Assam is not materialised within one month's time.  The DHD (Dilip Nunisa) group is based in Assam, engaging in ceasefire with the government, has threatened to take up arms and go back to the jungles if its demands are not materialised by October 2.

Chairman of the outfit Dilip Nunisa warns, 'If nothing happens by October 2 next, we will be forced to unilaterally abrogate our existing ceasefire with the government and return to the path of armed struggle'.
The DHD chief then said, 'There is a limit to our patience. The cadres are mentally demoralized and frustrated. Things have simply just not moved. Given the indications, we don’t foresee any change in government’s attitude either'.
Dilip Nunisa said that the outfit had signed the truce pact in 2003 responding and respecting public opinion to abjure violence and come for talks.
The DHD chief, however alleged that the government on its part did everything possible to finish them off though they survived braving all odds.
Bowing to pressure, as it seems, the government recently changed the nomenclature of erstwhile NC Hills district to Dima Hasao district. But the move could least please the Dimasas as a whole.
'The Centre has cleverly shied away from acceding to our demand of separate state. Let us proclaim that our struggle will continue so long as it is not achieved,' Nunisa said.
The Dimasas demand that besides Dima Hasao, the proposed 'Dimaraji' should include the Dimasa-inhabited areas of Cachar, Nagaon and Karbi Anglong districts of Assam and Dimapur district of Nagaland. The Dimasa population in Dima Hasao district is little over 43 per cent.
Not only the DHD (Nunisa) but there are several Dimasa cvil organisations demanding for the creation of a Dimasa based state.
The Dimasa civil bodies feel that government was trying to complicate the peace process by adopting delaying tactics.

Nagaon, Sept. 6. Waimijing B defeated Mineret Club by 3-1 goals through a tiebreaker in a pre-quarter final match of Nindu Langthasa inter-club football tournament organised by the Dima Hasao Sports Association at NL Daologupu Sports Complex in Haflong today.
The match was a goalless draw till the end of the scheduled time.
Waimijing striker Sunny Jidung missed two great opportunities at the 31st and 88th minutes of the match.
In the tiebreaker, three Mineret players — Lanvung Thangew, Stephen and Living T. — scored from their spot kicks. Richard Dungdung and Emmanual Beite, however, missed their shots.
Sunny Jidung scored the only goal for Waimijing. Amir Kemprai, Manuj Langthasa and Amal Kemprai missed their shots.
More than 1,000 soccer lovers gathered today to enjoy the pre-quarterfinal match.
Altogether 18 teams are participating in the tournament. The final will be played on September 15.
Tularam Youth Club will meet Shaijurang Club in the next pre-quarterfinal tomorrow.

Nagaon, Sept. 5: Dibarai Athletic Club defeated Topodisa Youth Club 3-2 in a first round match of Nindu Langthasa memorial inter-club football tournament organised by Dima Hasao sports association at N.L. Daologupu Sports complex at Haflong today.

The match was a 2-2 draw till the end of the first half.

Dibarai striker Trajen Nabensa scored the first goal of the match at the 12th minute.

Topodisa Youth Club midfielder Dersing Thousand equalised at the 26th minute.

Thousand scored the second goal for Topodisa at the 38th minute.

Nabensa made the second and third winning goal for Dibarai at the 42nd and 52minutes of the match.

On Saturday, Dimalik Raji defeated Liverpool Youth Club 2-0 in a first round match.

New Dimasa militant outfit

SILCHAR, Sept 3: Vowing to protect the Dimasa community from the systematic attacks of the non-Dimasa tribes, a new militant outfit had come up in the trouble torn Dima Hasao (erstwhile NC Hills) district. The outfit was named as Dima National Democratic Front (DNDF). One Jainisring Dimasa, claiming himself as the publicity secretary of the newly formed outfit had reportedly stated that since both the factions of the DHD were now in truce with the Government, the Dimasa community had become an easy target of various non-Dimasa tribes. Sources said, Kemaron Dimasa was the self-styled chairman of DNDF and Leiding Dimasa the ‘commander-in-chief’. It is to be noted that, non-Dimasa tribes, demanding bifurcation of the Dima Hasao into two autonomous districts, had formed a militant outfit called Hill Tigers Force. This outfit had already made its presence felt by triggering a series of bomb blasts in the district. On the other hand, pro-talk faction of DHD, led by Dilip Nunisa had already declared that if the Government does not concede to their demand for a separate Dimaraji state, they would be compelled to take up arms again. Court call for officials on scam

Guwahati, Sept. 2: A division bench of Gauhati High Court today asked the Assam chief secretary, principal secretary (home) and deputy secretary (hill area development department) to appear in the court on Monday in a case related to the multicrore-rupee scam in Dima Hasao district.

The division bench comprises Justice Ranjan Gogoi and Justice B.P. Kotokey.

The ruling came after a CBI counsel on Thursday submitted a list of cases to the court and made it clear that Dispur was yet to hand over the case pertaining to compensatory afforestation in Dima Hasao (formerly NC Hills) district for investigation to the CBI.

The court on August 31 sought to know from the CBI the status of the case.

The hill area development department had earlier in their affidavit to the court stated that the case had already been handed over to the CBI.

Counsel of the Assam Enviro-Legal Protection Society Nazrul Haque Majhar Bhuyan today said the NGO filed a PIL earlier this year alleging misutilisation of Rs 12.16crore given to the North Cachar Hills Autonomous Council by the National Highways Authority of India in 2008.

The NGO alleged that former Assam Governor Lt Gen. (retd) Ajai Singh, the principal secretary of NC Hills, former NC Hills Autonomous Council chief executive member Depolal Hojai and bamboo merchant R.S. Gandhi misutilised the amount by diverting it to a separate account in Guwahati.

Based on the PIL, the court had earlier issued notices to Dispur, Centre, CBI, apart from other officials.

“The court has taken a serious note of the issue today and we hope to get justice in the next hearing of the court on Monday next,” Bhuyan added.

HAFLONG, Aug 31 – To appeal to both the Governments and also the Dima Halam Daogah (under ceasefire), frontal organizations like the All Dimasa Students’ Union, Dimasa People’s Council, United People’s Federation of Assam and Co-ordination Committee of Dimaraji Movement organized a grand rally at Town Committee Field in Haflong on Monday.
In protest against the delaying tactics of the government to solve the ‘Dimaraji’ issue, several ADSU activists tonsured their heads in front of huge gathering.

Thousands of people from various parts of the proposed ‘Dimaraji’ area gathered here, and took out a procession from Town Committee field through the main town of Haflong and converged tat the Deputy Commissioner’s Office.

Deeply concerned over the ultimatum setting a deadline of October 2, 2010, set by the Dima Halam Daogah(DHD) for settlement of their demand for a separate State named Dimaraji in the face of a threat of going back to jungles to again take up arms, they submitted a memorandum to the Prime Minister and Union Home Minister, through the Deputy Commissioner, Dima Hasao district. The memorandum stated that it had been a happy occasion on the part of the civil society to greet the signing of the ceasefire agreement by the DHD with the Government of India in 2003 by responding to and honouring the public opinion to abjure violence and that a peace process has, thereafter, been initiated by the government in order to arrive at a settlement.

Talks took place time and again, but no solution was in sight allegedly due to the dillydallying policy adopted by the government.

The appointment of PC Haldar by the Government of India as interlocutor for taking up the issue with the DHD could do little to thrash out the tangle. The Cabinet Sub-committee under the chairmanship of acting Chief Minister Bhumidhar Barman, constituted by the Government of Assam, has apparently turned to act contrary to the expectation of the DHD youths, now under cease-fire, giving them a good ground to feel themselves to be beguiled — a fact in which the government, perhaps, cannot shirk to own their responsibility.

In their considered view, the DHD youths have excellently held their patience by abiding by the ground rules and remaining confined to the four boundaries of their camps for seven long years, but it may not perhaps, be advisable to keep them confined for uncertain period in uncertainty, specially in consideration of their youthful age.

The ultimatum given by the DHD setting a deadline and the threat to go back to jungles to take up arms, in the event their demand not honourably settled within the deadline is indeed a matter of great concern to both the government and the civil society. It is apprehended that they will become more dreadful this time and may resort to striking frantically causing horrors ever more than before. Besides, the breaking of the ceasefire agreement will not only jeopardize the on-going peace process with the DHD but also lead to create adverse impact on other militant outfits of the North-east, now under cease-fire, complicating the entire peace process hitherto undertaken by the government to ease off the ills of the North-east as many other outfits may also lose their faith in their discussion with the government.

Therefore they humbly appealed to through the memorandum to take early action as they would deem fit and proper for honourable solution of this long standing problem in the best interest of the welfare of the tormented people of the proposed Dimaraji.
